  Throttle bandwidth updates to parent cells

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  Bandwidth updates have been known to cause queues to backup. We need a
  way to throttle, or in cases, disable these bandwidth updates.

  A `bandwidth_update_interval` that describes the number of seconds
  between updates is probably the best approach. A value of '0' to
  disable updates is also desired.
