  xenapi: agent image tags ignored

  Fix Released

Bug description:
  Agent image tags were introduced here:
  https://review.openstack.org/#/c/28676/

  While the config flags work correctly, the instance metadata is not of
  the expected format, and so the image tags saying if the image is
  present is currently ignored.
