  Admin API call to resize up checks the admin's quota and not the
  customer and fails

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  When an admin issues a resize for a user, the quota check uses admin's quota usage to figure if the resize is allowed.
  This needs to be fixed so that it uses user's quota.
