Bug description:
  The following error happens:

    File "/opt/stack/quantum/.tox/py27/local/lib/python2.7/site-packages/testtools/testcase.py", line 417, in assertThat
      raise MismatchError(matchee, matcher, mismatch, verbose)
  MismatchError: <MagicMock name='cfg.CONF.OVS.cfg_ip' id='75799184'> != '1.2.3.4'

  And there are invalid assertions in test_ryu_agent.py.
  'assert_calls' is a typo of 'assert_has_calls'.
