  NoVNC failure when use devstack on Ubuntu Server 12.04

Bug description:
  I am using devstack on Ubuntu Server 12.04, the NoVNC module fails.
  The log shows that "oslo.config.cfg.NoSuchOptError: no such option:
  set_defaults".
