Bug description:
  While working on added unit tests coverage for the changes introduced
  in commit 0f56d8ddb02f54ae389380dcd0790e55f2dcb479, I discovered a
  small error where the default value of the soft_deleted filter, when
  not given, would be False when deleted is set to True. The correct
  behavior in this case, should be for both to be True.

  This to retain the original behavior that when setting the deleted
  filter, it should include or exclude both soft- and hard-deleted
  instances.
