  instance_uuid and instance_id used in get_instance_security_groups()

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  get_instance_security_groups() uses both instance_id and
  instance_uuid. When using security_group_api=quantum it uses
  instance_uuid otherwise uses requires instance_id. This code should be
  refactored to only require instance_uuid.
