  parse_url_transport broken under 2.7.3

Status in OpenStack Compute (Nova):
  Invalid

Bug description:
  The underlying `urlparse` function changes from parsing the query
  string into the path with a '?' to just parsing it into the `query`
  attribute. We need to accomodate this.

  
  Since this is a change in an underlying library, I don't see a good way *we* can write a test against our code for this.
