This is a required and unique field within the ports tables, so we must
populate it with a unique mac address.

  [Neutron] Mac address is unnecessarily assigned to floating IPs

Bug description:
  Version:
  Grizzly on RHEL 6.4.

  Description:
  All ports in the output of "quantum port-list" have a mac address, including the floating IPs which are not bounded to any interface, hence they should not have a mac address or should have the router's gateway mac address.
  It looks like this mac is not in use anyway, but there is no reason to create/assign it from the first place.
