  "nova host-action" command doesn't work

Status in OpenStack Compute (Nova):
  Invalid

Bug description:
  When I tried to reboot, shutdown my host with the "nova host-action"
  command, I got the error below:

  system@openstack01:/opt/stack$ nova host-action --action reboot openstack01
  ERROR: Not found (HTTP 404)

  And here is the error messages in the nova-api log:
