I have to agree with David and Attila (albeit, painfully)... we have to
accept this as a known issue. The API documentation can't be revised
because keystone is not the only implementation, and keystone can't be
revised due to the API change policy.

Clients and tempest should expect either 200 and 201, though, citing
this bug.

Bug description:
  The normal response code for the addUser API based on the Identity
  v2.0 documentation is 201 (created) where as in the test the expected
  response status is 200.
