Title:
  Move Loadbalancer DB Plugin and corresponding unit test under
  services/loadbalancer directory

Status in OpenStack Neutron (virtual network service):
  Invalid

Bug description:
  As a cleanup LBaaS files were moved under one directory.
  Only extension, DB Plugin and LbaaS tests are still spread across source tree.
  Extensions are required to be in their directory while it's better to have DB Plugin and unit tests in service directory
