Service Types: dervice allowed services from loaded plugins
Status in OpenStack Neutron (virtual network service):

Bug description:
We currently validate the 'service' field of a service type definition
against a static list of 'allowed services' built out of constants for
advanced service types.
There's no guarantee this will lead to a correct validation, as the
number and nature of services offered might vary with deployments.
This parameter should instead be validated against the list of service
plugins which are actually loaded.
The fix should be fairly is a QuantumManager.get_service_plugins
already provides these information.
