Bug description:
When deleting a network, dhcp ports are removed automatically in db_plugin.
In NEC plugin, this causes a failure network deletion since the corresponding
port exists on OpenFlow controller and the network on OpenFlow controller
cannot be deleted since ports on the network exist.
It can be avoided by deleting a subnet on a network explicitly before deleting
the network, but it is not convenient for users.
