quantum-dhcp-agent service requires mulitple restarts after reboot.

Bug description:
Right now I have the controller and network node services running on
one server. When the server is rebooted I get the following output in
my quantum logs, and the only way to clear it up is to restart the
quantum-dhcp-agent multiple times, it seems to be 1-2 times per tenant
running dhcp. I also noticed that as I restart the service the qdhcp-
xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxx start to show up one by one in the
output of "ip netns list". I have also included the output of a few
configuration files for your viewing pleasure.
Again, this always happens on a reboot, and it seems like it also
happens when I add a new tenant with DHCP.
