  Add an arping on multi_host for live migration

Status in OpenStack Compute (Nova):
  Invalid

Bug description:
  It may be interesting to add an arping during the live-migration process because the floating ip is being transferred from one compute node the the new one - that means we lose the connectivity the time for the network equipments to flush their arp cache.
  On the new compute node, I simply run
  arping -U floating-ip
  by doing so, the instance is directly reachable - if I don't, i need to wait at least a couple of hours
