Title:
  Tenant is created without a default security group association

Status in OpenStack Neutron (virtual network service):
  Expired

Bug description:
  On a fresh install of Openstack Grizzly (with the help of puppet-
  openstack on Ubuntu 12.04) it seems that when I create a tenant, it
  does not inherit the default security group properly.

  If I create a dummy security group, both the dummy security group and
  the default security group are found to be associated to the tenant.

  If I attempt to boot an instance ("nova boot") without this default
  security group, the instance will remain stuck in BUILD
  ("Scheduling"). Once the default security group is there - after
  having created the dummy security group - the VM will spawn properly.
