This was discussed during both the Folsom and Grizzly cycles.  The
consensus at the time was not to add the feature.  It is too late to
consider adding this feature to Havana.  You're welcome to propose a
session at the design summit for possible inclusion into Icehouse.

  api does not expose creation date for floating ip

Status in OpenStack Neutron (virtual network service):

Bug description:
  when managing floating ips through scripts - it is useful to be able
  to understand how old a floating ip (or indeed any other neutron
  resource) is. Other openstack projects expose updated and created
  dates through their apis for most resources, consider adding the same
  for neutron resources.
