This issue has been resolved yet by this patch

  Instance always display rebuilding when a ip parameter was given as
  Host.

Status in OpenStack Compute (Nova):
  Invalid

Bug description:
  The evacuation command just accept host name as parameter, if a ip is
  given, the instance status will always display rebuilding since the
  message will never cast to the appropriate topic.
