[Bug 1204206] [NEW] External network flag always set to NO in horizon

You have been subscribed to a public bug:

External network always set to NO even if i create networks with
External network=Yes.

Steps:
1. Create networks with External network as YES

Result : On network overview page could see still the External network
set to NO

     Importance: Low
     Assignee: Abishek Subramanian (absubram)
         Status: Confirmed
