  v3 controller does not check for required field

Status in OpenStack Identity (Keystone):
  Fix Released

Bug description:
  when creating item, 500 Internal Server Error returned when no name
  given.  Should return 400 Bad Request code.

  ie. curl -X 'POST' -H 'X-Auth-Token: openstack1' -H 'Content-Type:
  application/json' -d '{"project":{"description":"est"}}'
  http://localhost:35357/v3/projects
