Title:
  flake8 can not be installed for virtualenv

Status in OpenStack Image Registry and Delivery Service (Glance):
  Invalid

Bug description:
  virtual environment is installed by 
  "pip install --upgrade  --no-site-packages  -r requirements.txt"
  "pip install --upgrade  --no-site-packages  -r test-requirements.txt", 

  flake8 is listed in test-requirements.txt, but it can not be installed
  properly.  Since hacking is used and listed in test-requirements.txt,
  and hacking require the python packages "pep8" "pyflakes" "flake8",
  there is no need to list them in test-requirements.txt of glance.
