Bug description:
The InstanceTypeDiskTooSmall in _check_vdi_size of vm_utils.py for
XenAPI will throw an exception when importing VHD chains over root_gb
in physical utilization. A VHD chain can easily be the same size as
the virtual allowed amount or larger. An overhead allowance or removal
of the check should be done so that legitimate builds can go through
where the VHD chain is just slightly larger than root_gb allows.
