Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  Commit 48b31c9a1f5d2a45d881e70c6223411c5abbcb72 fixed bug #1160887
  which addressed booting an instance with a port already in use
  returning a 500 instead of a 409. The commit fixed it for the V2 API
  but not the V3 API. We should fix it for the V3 API as well
