  Quota message wrong for multiple instances

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  Message for exceeded quota is wrong when spawning multiple instances
  over nova api. When trying to spawn 10 instances, I got back:

  ERROR: Quota exceeded for instances: Requested 1, but already used 31
  of 40 instances (HTTP 413)

  It should be "Requested 10, but...." in this case.
