  Migration 203 downgrade doesn't remove indexes

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  When downgrading migration 203 the indexes
  ix_quota_usages_user_id_deleted and ix_reservations_user_id_deleted on
  quota_usages and reservations aren't removed. This causes an error
  when downgrading and then upgrading again as the indexes already
  exist.
