Bug description:
The reboot operation is part of the core nova API but the powervm
driver doesn't support it:

This is a pretty basic operation that should be supported if the
driver is to be considered valid.

It should be a pretty straight-forward operation:
"To perform an immediate restart of a partition (operator panel
function 3):
chsysstate -r lpar -o shutdown --immed --restart { -n Name | --id
PartitionID } [ -m ManagedSystem ]"
