  nicira plugin - control router port creation via port_drivers

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  Port drivers are generally used for dealing with creating ports of
  different nature: standard vm ports, internal router interface ports,
  external gateway ports, floating ip ports, l2 gateway ports.

  For the internal router interface port however the plugin currently
  uses the standard port driver, creating the peer router port in
  add_router_interface. Beyond being less manageable, this is also
  causing an extra query to nvp for fetching the lswitch port to be
  connected to the lrouter port.
