Title:
  Plugin agent spending a lot of time refreshing firewall under moderate
  security group testing.

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  Under some moderate security group testing I found that our plugin
  agent was spending a lot of time refreshing firewall rules.  On the
  more heavily loaded compute servers (50-60) VMs, this refreshing was
  beginning to take a bit longer for each port refresh, as well.

  The result was that the agent was spending all of its time refreshing
  firewall rules and getting behind on other duties like provisioning
  new Neutron networks and ports!

  Looking at the code, I found some areas where some unnecessary
  refreshing is going on.
