  os-hypervisors/$ID/uptime fails in cell setup

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  The admin API call GET https://$ENDPOINT/v2/$ENVIRONMENT/os-
  hypervisors/$ID/uptime returns a 500 and gives the following message:
  "The server has either erred or is incapable of performing the
  requested operation. (HTTP 500) (Request-ID: …)". It is expected that
  the call give the ability to see uptime for a given hypervisor.
