  info_cache unified object should hydrate/to_primitive network_info

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  The current InstanceInfoCache object has a 'network_info' field, but
  it doesn't hydrate it currently.  It would be nice if it did.  When it
  does that, we should convert it to json when to_primitive() is called.
