  500 error for image_metadata policy issues

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  If policy does not allow a user to update/set image metadata, glance
  will return a 403 properly but Nova doesn't translate it into a 403
  before returning to the caller.  The result is a  {"computeFault":
  {"message": "The server has either erred or is incapable of performing
  the requested operation.", "code": 500}} for the caller.
