  ovs plugin generating the same endpoint number

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  I'm using the OVS plugin with tunneling in a multi-agent
  environnement, with devstack.

  Once, when I started several ovs agent  at the time, the same endpoint
  number was provisionned for two different IP in the table
  ovs_tunnel_endpoint.
