Title:
  live migration did not send notificaiton for some cases

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  If some error happened in _post_live_migration() or
  _rollback_live_migration() in compute/manager.py, then nova compute
  did not send notification, this will cause the caller do not know if
  the migration succeed or not.
