Title:
  VMs in error, deleting state can never be deleted

Status in OpenStack Compute (Nova):
  Invalid

Bug description:
  I have several VMs with vm_state='error' and task_state='deleting'.
  Attempting to delete these vms results in a VDMVolumeNotFoundError and
  the vms never completely get deleted.  I would think that the if the
  volume is missing for some reason, the remainder of the deletion
  process should simply complete.  This is occurring in the current code
  from trunk.
