Nova will always start as much instances as it can fit with the current
quota (try it with nova client).

  run what you can on multi action stopped by quota

Status in OpenStack Compute (Nova):
  Invalid

Bug description:
  I ran a 100 instances with large flavor on my host and fail on quota on all instances. 
  I think we need to improve that and run what ever we can and fail the rest.

  to reproduce: 
  install an AIO
  try to exceed the allowed quota by running large quantity of instances with large flavor (I ran a 100 on largest one)

  results: 
  none of the instances will run. 

  expected results: 
  some of the instances should run - rest should be blocked by quota
