Title:
  Network topology should only show tenant network elements when in a
  tenant

Status in OpenStack Dashboard (Horizon):
  New

Bug description:
  If a user is logged into Horizon and that user has the admin role, the
  Network Topology diagram shows every network for every tenant.

  Not only does this take forever to load, but the resulting diagram is
  mostly unreadable when there are hundreds of networks.

  The topology should only show the networks that are assigned to the
  tenant that is selected.
