Correct, the quota management changes that took place to support this
have been an extensive and ongoing set of improvements. Backporting them
is not practical.

  dashboard can't modify  quota_snapshots in cinder

Bug description:
  Horizon do not show the quato of snapshots.
  We can get and modify the value using CLI, and Horizon should can do this too.
