OK. the problem is solved. the /var/lib/nova/instances/{uuid} directory
has the wrong ownership. it's probably not caused by nova compute.

unexpected results when reboot a vm

Bug description:
When I reboot the VM via Nova client API, in some cases, the VM state
becomes Shutoff while the power state becomes Shutdown.
I tested several times, and the results are weird.
Most of the time the reboot function worked well, but sometimes, the
VM state was ACTIVE while the power state was Shutdown; and sometimes,
the VM state was Shutoff while the power state was Shutdown.
Anyway, the reboot (whatever soft or hard) was not that stable.
