  Add notification for host operations

Status in OpenStack Compute (Nova):
  Invalid

Bug description:
  When doing host operations, such as power action, maintain action etc,
  there is no notification.

  It is better that we add notification for those operation to enable
  3rd party callers can get operation result ASAP.
