Title:
  A garbage record in DB created if the AMQP stopped in nova.volume.api

Status in OpenStack Compute (Nova):
  Invalid
Status in OpenStack QA:
  Invalid

Bug description:
  If the AMQP stops during api call in a list as follows, the "creating” status  record  added to the Database in nova.volume.api . 
  We can not delete "creating" status record from API, so we can not delete it.

  create_snapshot
  create_volume
  delete_snapshot
  delete_volume
