Previous error was due to bad session data in a database-backed session
setup.  Installing the new module and clearing session data fixed the
issue.

Title:
  No actions available on "Projects" or "Users" panels with v2 API

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  Steps to reproduce:

  1.  Stand up Horizon configured to use the keystone v2 API
  2.  Login as an admin user
  3.  Go to "Admin" -> "Projects"

  Expected behaviour:

  A list of projects with the associated function buttons in the
  "Actions" column

  Actual behaviour:

  The "Actions" column is empty, and lots of blecchy backtraces in the
  Horizon error log.

  Looking into it, there's a method in the
  openstack_dashboard.api.keystone module to "uplift" users from v2- to
  v3-style, but it is neither being used by the offending code, nor does
  it fully populate all attributes.
