  LESS compile error

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  When I tried recent Horizon, I encountered LESS compile error like this.

  It seems @navbarLinkBackgroundHover's variable 'transparent' occurs this issue.

  However as grammar of LESS, it is no problem, So I think it is LESS compiler's problem.
  I found the similar issue on Github.

  May be Horizon's lessc is outdated?
