Can you share your localrc. This is not a neturon bug.

Title:
  Neutron service is not running with devstack

Status in OpenStack Neutron (virtual network service):
  Invalid

Bug description:
  Hi,

  I have installed devstack via git for single physical machine
  installation.  I am able to create projects and instances. All
  services are up and running fine except neutron.

  Neutron service is enabled at localrc.

  when viwed at "System Info" on admin panel, i see neutron service
  missing there. Though at CLI, i observed neutron commands.

  Observed following on installing console window,

  [service_available]
  # Whether or not cinder is expected to be available
  cinder = True
  # Whether or not neutron is expected to be available
  neutron = False <<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<
  # Whether or not glance is expected to be available
  glance = True
  # Whether or not swift is expected to be available
  swift = False
  # Whether or not nova is expected to be available
  nova = True
  # Whether or not Heat is expected to be available
  heat = False
  # Whether or not horizon is expected to be available
  horizon = True

  Can anybody help me out to figure out what i am missing here ? I can
  provide more logs if needed.
