Bug description:
  run_tests.sh installs+upgrades the requirements from requirements.txt
  followed by doing the same for test-requirements.txt

  test_requirements.txt does not have an upper bound on six and
  therefore upgrades it beyond the version permitted in
  requirements.txt.

  tox installs+upgrades for both files at the same time rather than in
  serial, therefore identifies a version of six that satisfies all of
  the requirements.
