  Update user v2.0 does not automatically assign user on new tenantId

Status in OpenStack Identity (Keystone):
  Fix Released

Bug description:
  Updating a user's tenantId doesn't assign the user automatically on
  the new tenant. Even if the tenantId is null before the update, the
  user is still not assigned.

  On create user, the new user is automatically assigned to the tenant when the tenantId is provided.
