  Exclude tests dir from coverage reports

Status in OpenStack Identity (Keystone):
  Fix Released

Bug description:
  After moving the tests dir into the package, the code itself is
  getting found by the coverage reports. Of course, coverage reports on
  test code is silly, so exclude those dirs.
