Title:
  tox config can pull in broken sphinx

Status in OpenStack Identity (Keystone):
  Fix Released

Bug description:
  The latest version of tox supplies the --pre option to pip which
  'helpfully' preserves the old behavior of downloading unrequested pre-
  release versions of things. We wanted to upgrade tox and pip precisely
  to get the behavior where we want to explicitly ask for pre-release
  software.

  A fix is to override the install command in the tox.ini file so that
  we're explicit in what we want pip to do.
