  stable branch patches failing in check queue due to missing
  'find_resourceid_by_name_or_id'

Bug description:
  Patches on the stable branches (at least stable/grizzly) are failing
  in Jenkins because this change removed the
  'find_resourceid_by_name_or_id' method from the quantumclient:

  It's a static method which looks like it just needs to be proxied from
