  incorrect response code from v2 delete image member call

Status in OpenStack Image Registry and Delivery Service (Glance):
  Fix Released

Bug description:
  Currently on success, DELETE /v2/image/{imageId}/members/{memberId}
  returns 200 with no response body.

  According to the Glance API contract, a 200 means you should expect a
  response body.  Success with no response body should be 204.
